Mexico led by Maximilian I is a custom civilization by JFD and Janboruta, with contributions from Alga, Sukritact, and Leugi.

Mexico[]

For nearly half a century after their independence, Mexico continued to stagnate and remained static economically and politically as the commoners continued to feel the brunt of the meager economy and unstable political system. Benito Juarez became president in 1858, and made significant progress to remove the power the Catholic Church had over Mexico by issuing the Ley Lerdo, effectively separating the church and state and abolishing much of the control the church held on the country while subsequently nationalizing church property in an attempt to give the peasantry something to gain. Unfortunately, much of this property was quickly purchased by the ruling elite, giving the natives and peasants little new opportunity for prosperity and growth. Years of a destitute economy finally lead to the suspension of payment on foreign loans and in 1861 the French, Spanish, and British forces occupied the port city of Veracruz to collect debts the nation owed them. While the British and Spanish quickly withdrew, the French stayed and by 1864 had overthrown the Mexican government, appointing Maximilian I of Austria as the emperor.

Maximilian I[]

Maximilian of Hapsburg was born at the castle of Schoenbrun outside Vienna on July 6, 1832. He was the second son of Archduke Francis Charles, the brother of the Austrian emperor, Franz Joseph. Maximilian was reared in splendor and wealth, but he received a liberal cosmopolitan education. By an early age he traveled widely and spoke German, English, Hungarian, Slavic, and Spanish fluently. The young archduke capably served his uncle, the Emperor, as commander of the imperial fleet and as the imperial envoy in Paris. While in the latter post he visited Belgium, where he met and married the attractive Princess Carlotta, the daughter of King Leopold I, in 1857. That same year the Austrian court sent Maximilian as viceroy to the Italian province of Lombardy-Venetia. In Italy he attempted to promulgate liberal reforms and soften the harsh policy followed by Austria after the Italian 1848 Revolution. Displeased by his liberality, the court assigned him back to the Adriatic fleet. In 1854 he retired to private life. He then visited Brazil and returned home to build the idyllic castle of Miramar on his Austrian estates. Maximilian was described at the time as being 6 feet 2 inches in height, handsome, diplomatic, and gracious, or the ideal monarch for the age of enlightened despotism. Unaware of approaching storms, Maximilian and Carlotta lived happily in their beautiful home, seemingly content to escape the difficulties of public life. Their respite was to be short.

"Hail, Maximilian I, second emperor of Mexico and defender of the people's liberty. Chosen by the French court to become emperor in 1863, you sought to rule with benevolance and guardianship. Supported by Louis Napoleon, you fought back the revolutionary forces of Benito Juárez, securing the loyalty of your soldiers and the love of your people. But Mexico's strife sunk deep, and the French withdrawal in 1867 would leave your forces vulnerable, forcing your eventual last stand at Querétaro.
