Each Civilization is accorded a unique Colony List. Please see my Master Support File. If a civilization does not have a unique Colony List, it will pull from a Culture-specific List (if possible), otherwise it will pull from the existing city list.

Modding Loyalty[]

The mod adds the following tables in order to allow buildings or policies to modify Loyalty.
