Overview[]

Haiti[]

Haiti, officially the Republic of Haiti, is a country on the island of Hispaniola in the Caribbean Sea, east of Cuba and Jamaica, and south of The Bahamas. It occupies the western three-eighths of the island, which it shares with the Dominican Republic. Haiti is the third largest country in the Caribbean, and with an estimated population of 11.4 million, is the most populous Caribbean country.

The island was originally inhabited by the Taíno people. The first Europeans arrived in December 1492 during the first voyage of Christopher Columbus, establishing the first European settlement in the Americas, La Navidad, on what is now the northeastern coast of Haiti. The island formed part of the Spanish Empire until 1697, when the western portion was ceded to France and subsequently renamed Saint-Domingue. French colonists established sugarcane plantations, worked by slaves brought from Africa, which made the colony one of the world's richest.

In the midst of the French Revolution, enslaved persons, maroons, and free people of color launched the Haitian Revolution, led by a former slave and general of the French Army, Toussaint Louverture. Napoleon's forces were defeated by Louverture's successor, Jean-Jacques Dessalines, who declared Haiti's sovereignty on 1 January 1804, leading to a massacre of the French. Haiti became the first independent state in the Caribbean, the second republic in the Americas, the first country in the Americas to officially abolish slavery, and the only country in history established by a slave revolt.

The first century of independence was characterized by political instability, international isolation, crippling debt payments to France, and a costly war with the neighboring Dominican Republic. Political volatility and foreign economic influence prompted a U.S. occupation from 1915 to 1934. A series of unstable presidencies gave way to nearly three decades of dictatorship under the Duvalier family, which brought state-sanctioned violence, corruption, and economic stagnation. Following a coup d'état in 2004, the United Nations intervened to stabilize the country. In 2010, Haiti suffered a catastrophic earthquake, followed by a deadly cholera outbreak. With its deteriorating economic situation, the country has experienced a socioeconomic and political crisis marked by riots and protests, widespread hunger, and increased gang activity.

François "Papa Doc" Duvalier[]

François Duvalier, known as Papa Doc, was President of Haiti from 1957 to 1971. He was elected president in the 1957 general election on a populist and black nationalist platform. After thwarting a military coup d'état in 1958, his regime rapidly became more autocratic and despotic. Prior to his rule, Duvalier was a physician by profession. He graduated from the Graduate School of Public Health at the University of Michigan on a scholarship that was meant to train Black doctors from the Caribbean to take care of African American servicemen during World War II. Due to his profession and expertise in the medical field, he acquired the nickname "Papa Doc".

Duvalier fostered his cult of personality and claimed that he was the physical embodiment of the island nation. He also revived the traditions of Vodou, later using them to consolidate his power with his claim of being a Vodou priest himself. In an effort to make himself even more imposing, Duvalier deliberately modeled his image on that of Baron Samedi, one of the lwa, or spirits, of Haitian Vodou. He often donned sunglasses in order to hide his eyes and talked with the strong nasal tone associated with the lwa. The regime's propaganda stated that "Papa Doc was one with the lwa, Jesus Christ and God himself". The most celebrated image from the time shows a standing Jesus Christ with a hand on the shoulder of a seated Papa Doc, captioned, "I have chosen him". Duvalier also held in his closet the head of former opponent Blucher Philogenes, who tried to overthrow him in 1963. Despite all this consolidation of power, François Duvalier died of heart disease and diabetes on 21 April 1971, seven days after his 64th birthday. His 19-year-old son Jean-Claude Duvalier, nicknamed "Baby Doc", succeeded him as president.

Dawn of Man[]

"Papa Doc Duvalier, your loyal forces stand at the ready to crush what foes might stand in your way. A physician by training, you grew up angered by the legacy of the American occupation of Haiti and the mistreatment of her people. Aligning yourself with the ideas of Pan-Africanism, you would come to rise to oppose the power of the mulatto elite, securing your victory in the 1957 Presidential election. In time, however, your presidency would come to be carried forward with unmatched brutality and repression against your opponents, and you would set out to consolidate your legacy as not just President-for-Life but the very spirit of Haiti itself.

Flag of Haiti, once again your enemies grow bold and in number. As one with the very spirit of your ancestors, you must show no mercy to those who show none back. Can you rise Haiti up from the soil and honour the spirits? Can you crush those that would threaten Haiti without mercy? Can you build a civilization that will stand the test of time?"

Introduction: "I speak with the voice of the Haitian people. They call me Papa Doc as I was their first doctor. Now I am their spirit for life."

Defeat: "As a revolutionary, I cannot be defeated. The spirit of Haiti cannot be defeated - because that spirit is me."
