Republic of Formosa[]
The Republic of Formosa was a short-lived republic that existed on the island of Taiwan in 1895 between the formal cession of Taiwan by the Qing dynasty of China to the Empire of Japan by the Treaty of Shimonoseki and its being taken over by Japanese troops. The Republic was proclaimed on 23 May 1895 and extinguished on 21 October, when the Republican capital Tainan was taken over by the Japanese.
Liu Yongfu[]
Liu Yongfu was a Chinese warlord and commander of the celebrated Black Flag Army. Liu won fame as a Chinese patriot fighting against the French Empire in northern Vietnamin the 1870s and early 1880s. During the Sino-French War, he established a close friendship with the Chinese statesman and general Tang Jingsong, and in 1895, he helped Tang organise resistance to the Japanese invasion of Taiwan. He succeeded Tang as the second and last president of the short-lived Republic of Formosa.

Welcome, General Liu Yongfu, commander of the Black Flag Army! Yours is a story of conflict, having fought Chinese and foreigners alike throughout your long career. After leaving a Taiping militia following the fall of the Heavenly Kingdom, you rallied a small group of 200 soldiers and crossed the southern border into Vietnam. From your base there, you and your Black Flags fought Chinese, Vietnamese, French and all others who would stand against you. It was in your later years that you would also fight the Japanese as they conquered the island of Taiwan, taking the reigns as the last president of the Republic of Formosa.

The Republic of Formosa is a military civ, with strong skirmishing potential no matter how superior the foe. All Formosan land units gain the "Black Flag Army" promotion, which grants an extra 5 Gold and 5 HP each time the unit pillages an enemy tile improvement. This bonus is further increased if the enemy is fielding a larger army, with each unit they have over you adding an extra +2 Gold and HP. Units with high movement like cavalry or that can pillage without spending movement like the Landsknecht synergize well with this ability. The Formosan Unique Ability has the secondary effect of forcing a Declaration of Friendship with your former opponent as soon as you both sign a peace agreement. This ability affords you the freedom to harrass and pillage rival civilizations without worrying about the long-term effects, as your relations are guaranteed to immediately improve and you should be safe from any reprisal wars for at least the duration of your friendship.
The Formosan Unique Unit is the Ai-Ding, a replacement for the Rifleman that possesses all the abilities of the Scout. Notably this grants it the ability to bypass any terrain movement costs, making it extremely useful for pillaging mines and lumber mills in rough enemy terrain. It also has access to the Survivalism and Scouting promotion trees, offering free healing or extra sight as needed.
Formosa's Unique Building arrives early, as the Sanheyuan is a replacement for the Barracks. It possesses all the basic abilities of the Barracks, but XP granted to units is multiplied by your current number of declared friends. Three declarations of friendship will grant new units +15XP total, effectively doubling the potency of the Barracks as long as you can maintain the friendships while you construct units. Furthermore, an incoming or outgoing trade route with another civilization will provide a small amount of Food. The Sanheyuan teams well with Formosa's ability to force declarations of friendship when making peace, and the large XP bonuses will give your Ai-Ding units quick access to their Scout promotions as well as the normal Rifleman options.
