Overview

Bolivia

Bolivia, officially the Plurinational State of Bolivia, is a landlocked country located in western-central South America. The capital is Sucre while the seat of government is located in La Paz. The largest city and principal economic and financial center is Santa Cruz de la Sierra, located on the Llanos Orientales (tropical lowlands) a mostly flat region in the east of Bolivia.

It is constitutionally a unitary state, divided into nine departments. Its geography varies from the peaks of the Andes in the West, to the Eastern Lowlands, situated within the Amazon Basin. It is bordered to the north and east by Brazil, to the southeast by Paraguay, to the south by Argentina, to the southwest by Chile, and to the northwest by Peru. One-third of the country is within the Andean mountain range. With 1,098,581 km2 (424,164 sq mi) of area, Bolivia is the 5th largest country in South America and the 27th largest in the world.

The country's population, estimated at 11 million, is multiethnic, including Amerindians, Mestizos, Europeans, Asians and Africans. The racial and social segregation that arose from Spanish colonialism has continued to the modern era. Spanish is the official and predominant language, although 36 indigenous languages also have official status, of which the most commonly spoken are Guarani, Aymara and Quechua languages.

Victor Paz Estenssoro was the 45th President of Bolivia, serving a total of four terms on three non-consecutive occasions. He was renowned as an effective leader, though one whose political alignment shifted significantly over his life. In the 1950s, he was a leftist reformer who nationalized the mines; in the 1980s, a neoliberal centrist who privatized them again.

Paz Estenssoro first rose to political prominence in 1941, when he and Hernán Siles Zuazo co-founded the Revolutionary Nationalist Movement (MNR) party. From here, he went on to join the cabinet of Colonel Gualberto Villarroel (1943-46), and then ran for president in 1947. Though he only came in third place in this election, Paz Estenssoro made another presidential bid in 1951, and this time won. However, then-President Mamerto Urriolagoitía annulled that year's election results, forcing the MNR to go underground.

The Urriolagoitía junta would be short-lived; in April 1952, General Antonio Seleme launched a coup against it, mobilizing miners, police officers, and other workers in his cause. This was the 1952 National Revolution of Bolivia, which elevated Paz Estenssoro to his first presidential term. During this term, Paz's most famous policy achievement was nationalizing the tin-mining industry. He also passed universal suffrage, including to indigenous and illiterate populations, as well as an agrarian reform and a restructing of the military.
